Mike Downey serves as an Assistant Deputy Director in the Division of Financial Assistance at the State Water Resources Control Board. His funding program portfolio includes the Clean Water State Revolving Fund, Drinking Water State Revolving Fund, and Water Recycling Funding Program which have provided over $5 billion in financing for critical water infrastructure over the last 5 years. Mike currently serves of the Board of Directors for the Council of Infrastructure Financing Authorities (CIFA) which represents the SRF Programs nationally. Prior to his 13 years at the State Water Board, he spent 7 years designing water and wastewater infrastructure as a consultant. Mike is a licensed professional engineer and has a degree in Civil and Environmental Engineering from UC Berkeley.
