Steffi Chan

Steffi Chan is a lawyer in the Public Finance Department in Orrick’s San Francisco and Los Angeles offices.

Steffi has participated as bond counsel, disclosure counsel, and underwriter’s counsel on a variety of tax-exempt financing transactions. In particular, Steffi focuses on California local government financing structures including general fund lease revenue bonds and certificates of participation; Mello-Roos bonds, assessment district bonds and other land secured financing structures; and general obligation bonds. Steffi serves as lead counsel to California Statewide Communities Development Authority on its Statewide Community Infrastructure Program, one of the most active issuers of California land-secured bonds by both par volume and number of transactions since 2017. Steffi’s practice also includes transportation and capital improvement revenue financings, sales tax revenue financings, both pooled and stand-alone Marks-Roos financings, and project revenue financings for workforce housing, senior living, and student housing.

Steffi was selected by Chambers as an “Associate to Watch” in 2024 and 2025 and was honored as a Rising Star by The Bond Buyer in 2025. Steffi serves as co-President of Asian Americans in Public Finance and as a Board member of Women in Public Finance NorCal.
