Douglas J. Kilcommons is a Managing Director in the Public Finance team at Kroll Bond Rating Agency (KBRA). He is responsible for assigning and maintaining debt ratings on municipal issuers including tax-supported state and local government credits, as well as revenue-supported credits including transportation/project finance, higher education and health care. Doug also serves as rating Chair for Public Finance Credit Committee and is actively involved in methodology development and refinement.

Prior to joining KBRA, Doug served as a Senior Credit Officer and Executive Loan Committee member at First Republic Bank. In this role, Doug was responsible for approving loans to nonprofits, including educational and cultural institutions and social service providers. He also partnered closely with business bankers to tailor solutions to the unique needs of nonprofits and participated actively in the firm’s targeted client calling effort. In April 2020, Doug was asked to manage the credit process for the U.S. Small Business Administration’s Paycheck Protection Program (PPP) loans and served as senior credit approver on several complex PPP bankruptcies and loan workouts. Doug also mentored business banking support analysts at First Republic, notably on accounting for tax-exempt organizations and on underwriting fundamentals.

Previously, Doug held senior positions at Wells Fargo Bank, most recently as National Credit team manager for the Education/Nonprofit Banking team. In this role, he was responsible for extending credit to college, university, and nonprofit clients, monitored a $6.9 billion portfolio of loan commitments, and managed a team of portfolio managers. He also held senior positions at Moody’s Investor Service, where he headed the Public Finance Local Government Surveillance team, and at Fitch Ratings, where he was managing director of the Education/Nonprofit and Tax-Exempt Housing sectors. While at Wells Fargo, Moody’s and Fitch, Doug refined analytic policies and practices, authored risk acceptance criteria and rating methodologies, and oversaw development and implementation of credit monitoring and surveillance systems. Doug also held positions at Radian Asset Assurance, Neuberger Berman, and Barclays. He began his career as a municipal analyst at Standard & Poor’s, focusing on enterprise credits, including higher education, health care, and transportation.

Doug holds a B.S. in financial management from the State University of New York at Binghamton and an MBA in investment management from Pace University.

Lisa Marie is a qualified financial expert with significant governance and regulatory compliance experience. She is the board president for the San Diego City Employment Retirement System (SDCERS) serving on the audit and investment committees, a board of director for the California Fixed Income Trust (CalFIT) serving as Treasurer and Secretary and a board member of the Wakeland Housing Corporation LLC., serving on the Finance Committee. While serving as the Board President of SDCERS, Harris oversaw and guided the board through the transformation of a closed pension plan to a restructured open plan to comply with State law requiring several years of negotiation with the pension plan sponsor, employee unions and the pension plan. 

Lisa Marie is serving as the Chief Financial Officer for the San Diego County Water Authority in San Diego California. Under her leadership, Lisa Marie directs a team of over 30 finance professionals providing operational leadership and strategic financial expertise that has been regionally recognized by the San Diego Business Journal as CFO of the year for exceptional operational oversight of the multi-billion utility and for the execution of financial strategies involving a complex Private-Public P3 refinancing of the San Diego Desalination Plant, largest in the Western Hemisphere as well as a unique financing restructuring resulting in protecting the financial position of the water utility during the financial crisis caused by COVID-19. In addition, the National Bond Buyer and Women in Public Finance awarded Harris as a Trailblazer in Public Finance for outstanding contributions to the industry and as a top-ranked Chief Financial Officer. In addition, Harris was recognized by the Secretary of State for the State of California, for her outstanding contributions to public finance and her leadership at the San Diego County Water Authority. 

Lisa Marie has also served on numerous boards for California and national nonprofit organizations. Lisa Marie is a past board member for San Diego County Pension System (SDCERA), and currently serves on the Investment Committee for the San Diego Girl Scouts. Recently honored as a finalist for the San Diego Girl Scouts Cool Women for her leadership in the region. Lisa Marie is a past national board member for Governmental Finance Officers Association (GFOA), Women in Public Finance and founder of the San Diego Chapter of Women in Public Finance serving on the executive and finance committees.

Jade Turner-Bond is a partner in the Los Angeles office dedicated to projects that provide a positive social impact (whether sponsored by public entities, nonprofits or for-profit enterprises). Her practice focuses on social and transportation infrastructure projects, and she serves as counsel to issuers, underwriters and sponsors on a broad spectrum of public finance transactions.

She is also actively involved in community development, serving on the board of directors of GRID110, a nonprofit focused on supporting early-stage entrepreneurs in Los Angeles.

Andy Nakahata is the Executive Director at IBank.

Prior to being appointed by Governor Newsom in 2025 as Chief Deputy Executive Director and Chief Operating Officer of the California Infrastructure and Economic Development Bank (IBank), Andy Nakahata spent more than 30 years working with state and local governments, public and private universities, public utilities and other entities developing financing solutions to fund infrastructure projects through the tax-exempt and taxable debt markets.

Nakahata is a native of San Francisco and a long-time Bay Area resident. Prior to joining the IBank, he worked at TD Securities as Director and Western Region Head, UBS Financial Services as Managing Director and Regional Head of Public Finance, West Region, and National Public Finance Guarantee Corporation as Managing Director and Head of West Region New Business building each respective firm’s presence and business in the western region. Nakahata also served as a public finance investment banker with Citigroup, J.P. Morgan and Goldman Sachs.

Nakahata has spent his career finding creative solutions to fund public infrastructure projects at the lowest cost of funds. He plans to leverage his experience as a banker and financial services executive to further strengthen the IBank’s mission to provide financial assistance to support infrastructure and economic development.

A testament to his connection with the California public finance industry, Nakahata has served five times as Co-Chair of the California Bond Buyer Conference, the largest public finance conference in the country.

Nakahata is an active community member, currently serving as Treasurer of the Board of Trustees of San Francisco University High School and is a current and founding member of the Board of Directors of Asian Americans in Public Finance. He previously served as Chair of the Board of Trustees of Marin Country Day School, Secretary of the Board of Directors of Kokoro Assisted Living, Treasurer of the Board of Directors of Enterprise for Youth and member of the Board of Directors of the Asian Pacific Youth Leadership Project.

Fiona Ma is California’s 34th State Treasurer. She was first elected on November 6, 2018, with more votes (7,825,587) than any other candidate for treasurer in the state’s history and reelected on November 8, 2022. She is the first woman of color and the first woman Certified Public Accountant (CPA) elected to the position. The State Treasurer’s Office was created in the California Constitution in 1849.

It provides financing for schools, roads, housing, recycling and waste management, hospitals, public facilities, and other crucial infrastructure projects that better the lives of residents. California is poised to become the world’s fourth-largest economy and Treasurer Ma is the state’s primary banker. Presently, her office processes more than $3 trillion in banking transactions. She provides transparency and oversight for the government’s investment portfolio and accounts, as well as for the state’s surplus funds. Treasurer Ma oversees an investment portfolio that currently averages over $200 billion—a significant portion of which is beneficially owned by more than 2,200 local governments in California. She serves as agent of sale for all State bonds and is trustee of billions of dollars of state indebtedness.
